According to Rocky Gap's instructor and tutor, Barry L. Guthrie, Upward Bound's primary purpose is to encourage high school students to attend college when these students have the academic ability but have limited financial resources and/or are children of parents who are not college graduates. This support is provided by tutorial help at Wytheville Community College two Saturdays each month and two afternoons each month at their individual schools. Some Saturday tutorials include tours of college and university campuses.
